The project has assisted the government in establishing the official administrative system and providing comprehensive policy recommendations for the national low-carbon sustainable homes program through literature review, case studies and expert consultations on the existing regulatory, administrative and support frameworks with respect to energy conservation and carbon reduction for buildings, equipment and renewable energy. In addition, the project provided local government with practical assistance with certification of nine action plans through systematic and in-depth evaluations on the key factors such as technical, product and financial specifications, regulatory requirements and execution expertise The promotion of the action plan certification scheme focused specifically on overcoming the associated financial and human resource burdens. With regard to the financial aspect, a credit guarantee fund program was established with banks to provide the financial needs. In the human resource aspect, certified course was established with trained professionals disseminating the energy saving concept to communities as to facilitate the implementations of the action plans. Moreover, the project has successfully perform practical integration of the carbon reduction strategy and action plans for energy saving of buildings, equipment and renewable energies through 3 cases of carbon offset application and verifications, including a small-scale wind power, a small photovoltaic and an energy efficiency improvement projects, which were filed with the Taiwan EPA for carbon offset. The technical and information advisory team was formed to evaluation practical action plan and organized 9 seminars on theoretical and practical energy conservation strategy at community level. Collect, organize and publish the activities, news and information on subsidy and meetings by agencies at all government levels on the official “Low-Carbon and Sustainable Homeland” website, enabling instant and easy access to latest information, so as to facilitate the low-carbon transformation.
